1 Name - The name of the Branch shall be the Leeds/Bradford Universities Branch.
2 Membership – All members in the University, Staff and Students, shall be eligible for membership of the Branch, together with such other members as the Branch and the groups may consider advisable.
3 Officers – The Officers of the Branch shall be: A Chair, a Vice Chair, a Secretary, an Assistant Secretary and a Treasurer, all elected biannually by the Branch at the Annual General Meeting. Other officers shall be elected as required. Each nomination shall be supported by a nominator and a seconder.
4 Executive – The Executive of management of the Branch shall consist of the Officers, the Group and Sectional representatives.
5 Branch Executive Meetings – Meetings shall be held monthly in the week prior to the full Branch meeting. Two of these where possible to be held in Bradford University.
6 Branch Meetings – Except during University vacations, Branch Meetings shall be held monthly at lunchtime between 12:45 and 2pm , but the committee shall have the power to call an extraordinary meeting at any time. Any decisions taken at such an extraordinary meeting must be ratified by the next regular Branch Meeting, unless seven days notice of the extraordinary meeting had been given to members. A quorum shall be Five members or 10% of the Branch whichever is smaller.
7 Annual General Meeting – The Annual General Meeting shall be held in the month of September. Notice and agenda shall be given to all members at least seven days before the meeting. Branch elections will be held with each post holder holding office for a period of 2 years from the following January.
8 Special General meeting – A special General Meeting of the Branch shall be held within seven days upon written request from thirty percent of the members given to the Secretary, or by the decision of the Branch Committee.
9 Chairperson – The Branch Chair, or in their absence, the Vice Chair shall preside over all meetings of the Branch Members or the Committee. He/She shall sign the Minutes of the Branch and shall see that the rules of the Union are duly observed. In the absence of both Chair and Vice Chair, a Chairperson shall be elected from the members present.
10 Secretary – The Secretary shall be responsible for the following duties and shall have the assistance of the Assistant Secretary and other members of the Committee in carrying them out. He/She shall convene all meetings of the Branch and Committees in accordance with the rules. He/She shall keep the Branch Minutes, Branch attendance sheets and other Branch records. He/She shall conduct Branch Correspondence on all matters.
11 Auditors – The Branch auditors shall examine all the Account Books of the Branch and shall certify as to the correctness of the Annual Balance Sheet. They shall report any inaccuracy and/or inadequacy in the account to the next Branch Meeting. No Branch Officer or member of the Branch Committee shall be eligible for appointment as Branch Auditor. Two Auditors are to be elected biannually at the Annual General Meeting.
12 Duties of the Executive – The Branch Executive shall have control of the business of the Branch and shall meet at least monthly. It shall be their duty to make full enquiries as to the eligibility of applicants for membership of the Branch and report on same to the next Branch Meeting. They shall be informed of all correspondence received by the Secretary, or other Officers on behalf of the Branch. Three Members shall constitute to a quorum.
13 Sub- Committees – The Branch Committee shall have two sub – committees, namely a Health and Safety and an Education and Equalities. The Branch Committee shall have the power to add to this as necessary.
14 Group Representatives – Each Group, or section of members shall have a representative who shall become a member of the Branch Executive. He/She shall be responsible for looking after the interests of the members and shall act as liaison between the members of his/her Group or Section and the Branch Committee.
15 Delegates – Delegates to the Trades Council, or to any other body, shall be elected at the Annual General Meeting of the Branch. Every delegate shall report fully and regularly on his/her activities. If a delegate is temporarily unable to function, a substitute delegate is acceptable for the nomination and to report this at the next Branch Meeting.
16 Change of Rule – Branch Rules can be changed only at the Annual General Meeting or at an extraordinary meeting for that purpose.
